Business Development Manager for Federal Contractor
Base $125,000 and up + commission + full benefits

To recruit and retain talent, the federal government must maintain pristine facilities. Annually, the landscaping and building maintenance industry projects to be a $200 billion business by 2026.
Our recruiting client is capturing an increasing amount of market share than other industry incumbents. The organization is a leading provider of a comprehensive range of facility services to the Federal Government.
Over the past 20 years, they’ve established themselves as a highly reliable, trusted contracting partner. The organization’s senior leadership brings over 75 years of expertise in the Federal Contracting sector.
To increase market share, they are recruiting a Business Development and Cost Estimating Manager. This person can be located remotely, but a preference would be for the individual to be in the North Carolina area.
However, this is not a stringent requirement. Location is flexible for the right person.
Responsibilities:
- Conduct daily opportunity research and assess potential projects from both our recruiting clients’ internal sources and public channels.
- Provide regular pipeline updates and research briefings to executive leadership.
- Analyze current RFPs, Sources Sought Notices, and RFIs; prepare and submit formal responses.
- Deliver tailored research and reports to support business development decision-making and bid/no-bid evaluations.
- Maintain and manage business development data using SharePoint.
- Deliver accurate and timely full cost estimates for assigned projects.
- Review and interpret technical scopes of work outlined in RFPs and RFQs.
- Generate cost estimates for labor, materials, and equipment based on solicitations and vendor quotes.
- Collect and analyze cost data from internal departments, subcontractors, and suppliers.
- Write narratives to clarify and explain proposed concepts of operations.
- Offer subject-matter expertise on the alignment between pricing strategies and operational structures.
- Provide written explanations for how the BOE will fulfill Statement of Work (SOW) requirements.
Qualifications
- History of successful selling into the federal government
- Understanding of the government buying process and successful navigation of
- Knowledge of the Federal Government’s procurement process
- Experience estimating federal services similar to landscape and building maintenance is preferred
- Proficient with MSFT Excel
- Continual attention to detail and accurate data entry skills
- Excellent written and verbal communication skills
Travel:
The role involves occasional travel, sometimes on short notice.
